Who needs to be licensed?
Oregon law requires anyone who works for compensation in any construction activity involving improvements to real property to be licensed with the Oregon Construction Contractors Board (CCB). This includes roofing, siding, painting, carpentry, concrete, on-site appliance repair, heating and air conditioning, home inspections, tree service, plumbing, electrical, floor covering, manufactured dwelling installations, land development and most other construction and repair services.

What does HBA of Metro Portland have available to help with the process?
The Home Builders Association of Metropolitan Portland is a provider of the 16-hour education course which is required prior to registering for the Oregon Construction Contractors Board examination. The fee for this course is $199.
This course is an in-home study course which the candidate purchases to study at home. After studying the study guide for a minimum of 16 hours and taking the practice tests, the candidate must complete the study log. Upon completion of the log, the candidate must return it to the Education Provider as proof of course completion. The Education Provider will then certify that the candidate has completed the pre-requisite education and enter this information into the state database.
Please note that this process on average takes three business days. After the three business days, the candidate may call PSI Exams to schedule their tests. Once the candidate has completed the exam, the state Construction Contractors Board will inform them of the application process for their specific license.
